When editing quantities in basket on large products (eg. products with many color and/or sizes variations), you may lose track of sizes as you scroll through the product variants. This is where the "floating sizes bar" comes to help by showing up on top the variant you are currently editing.
The "floating sizes bar" automatically shows up on products available in more than 3 color variants and coming in more than 3 sizes.
